Announcement of the State Administration for Market Regulation in regard to the adjustment and improvement of the compulsory certification products catalogue and implementation requirements.

Starting from the day of the announcement the compulsory certification management will not apply for 18 products (2 of them are for automotive, see attachment 1). The responsible certification organization shall cancel the already issued certificates or transfer them to voluntary certification if required by the companies. The Certification Control Committee will cancel the relevant scope of business of the certification organizations and laboratories.

For 17 products from the compulsory certification catalogue (see attachment 2) the certification modus will change from a third party certification to self declaration evaluation.
The products which will be compulsory certified through a self declaration evaluation are only allowed to use the self declaration system, a compulsory product certificate will not be granted anymore. The company shall complete  the self declaration according to the "Compulsory Product Certification Self Declaration Implementation Rules", submit the information on the "Self declaration correspondence information system" (http://sdoc.cnca.cn) and apply the compulsory certification mark on the product to be released from the factory, sold, imported or used in other commercial activity. After the successful submission on the product correspondence information system, the system will create a "Compulsory Certification Product Correspondence Self Declaration". It has the same effect as the compulsory product certificate and has the same requirements for following supervision.
The self declaration product in the announcement No. 11 and 29 as well as in this announcement can use the certification through a 3rd party as well as self declaration prior to 31st of December 2019. However, the enterprises are encouraged to use the self declaration mode. Starting from the 1st of January 2020, only the use of self declaration modus is possible, a CCC certificate will not be issued anymore. Enterprises which hold CCC certificates shall complete the change to self declaration according the above described method before the 31st of October 2020 and complete the cancellation of the relevant certificates in a timely manner. On the 1st of November 2020 the assigned certification organizations shall delete all certificates for products using the self declaration or transfer them to voluntary certification if required by enterprises. The Certification Control Committee will cancel the relevant scope of business of the certification organizations and laboratories.
