b.Purpose and meaning:
Motorcycle rider helmet is an important equipment to ensure the life safety of motorcycle riders. Article 51 of the Road Traffic Safety Law specified "Motorcycle drivers and passengers shall wear safety helmets in accordance with regulations"; MIIT, MPS joint mandated in October, 2014 “Notice on strengthening the management of production and registration of microvans and motorcycles” which specified: From November 1, 2014, all new two-wheeled motorcycle products should be equipped with safety helmets that meet national standards. Two-wheeled motorcycle products that are not provided with helmets cannot be sold out. 
The mandatory national standards revised in 2017 “Technical specifications for safety  of power-driven vehicles operating on roads” （GB 7258-2017）specified: Two wheeled motorcycles shall be equipped with a passenger helmet in according with GB 811. It is clearly required the compulsory equipment and use of helmets. 
Since the implementation of GB 811-2010, it has played a positive role in standardizing the production and quality of helmets. 
However, with the reform of China's helmet quality management system and the changes in consumers demand for products after social and economic development, part of the current standards have not been adapted to the reality.
Firstly, the standard content needs to adapt to the current mandatory product certification management system.
Since November 2017, the management of production license for motorcycle helmets has been changed to implement mandatory product certification management, and the contents related to license number identification and product inspection in the current standards need to be adjusted and revised. 
Secondly, the standard technical requirements need to adapt to the new demand.
The technical indexes such as the weight and size of helmets in the standard are not fully applicable to the technical requirements of some high-performance helmets, which objectively results in the situation that some helmets have no standard to follow. In addition, there is no unified national e-bike helmet standard in China, so it is necessary to include e-bike helmets into the standard range.
The standard specifies the basic structure, types and specifications, technical requirements, test methods, inspection rules and marks of the motorcycle helmet. The standard is applicable to the helmets of both motorcycle rider and e-bike rider.
